Just posting this so I dont lose it:
At a bare minimum I think everyone would agree with me on these points:
Cryo:
1) Cold snap : you need this to progress down the tree (aoe taunt, dmg, and dmg return)
2) Either Snow ball or Frost Snipe (Frost snipe if your planning on getting winter ward, snowball if your planning on getting impaling ice...i picked snowball because i just wanted to go down the center of the tree) : you need these to progress down the cryo branch
3) reflection : your go to tank spell that reflects 3 seconds of damage from all sources
4) Ice Elemental: your "o crap" spell that keeps you alive in dire situations lasts roughly 15 seconds
Storms
1) Inescapable Storm: your bread and butter pull spell (pulls your target and all nearby enemies as well)
Stats:
1) Def>health
We get a huge bonus to our defense while we use tank spells. Health is obviously beneficial because it keeps us alive, however, we gain no additional benefit to stacking Health UNLIKE fire tanks who gain a bonus from HP and +heals
Iconics:
1) Nanoweave Armor (+50 defense)
2) Powerful Resistance (+100 hp)
* all ice spells act as a "taunt", damage at this point in the game does very little in the area of gaining aggro. You can beat a target untill your blue in the face and still run the risk of not gaining threat.
As you can see this "build" leaves alot up for your own discretion. What I have posted is just a compilation of what these forums have concluded as the meat and bones of ice tanking. More subltities lie as to WHY they are the best and WHAT other spells are great to use but your going to have to read through the forums to find that out as I dont have that kind of time atm.
